Mark is the Founder and Executive Director of the Charter Cities Institute, as well as the host of the Charter Cities Podcast. He is also the Co-Founder and Chief Strategy Officer for the Victoria Harbour Group, a firm that is building a new city for the Hong Kong people. Mark has a PhD in economics from George Mason University where his research focused on charter cities. Charter cities are cities which are granted special jurisdictions to create new governance systems.
